Dale has a Master of Science in Operations Research/Systems Analysis from Polytechnic University (NYUPoly) and Bachelors degree in General Engineering from the United States Military Academy (West Point).

He has been programming since 1972, using FORTRAN, BASIC and COBOL (academically) and dBase III, Clipper, Access and VB5/6, and SQL Server professionally.

He has 35 years of leadership and problem solving experience in government and private sectors .  Current emphasis is Microsoft Access and SQL Server.
